Indian Government launch anti-dumping investigations onto the PV modules manufactured in China, US, Chinese Taipei and Malaysia

The Ministry of Commerce has officially launched anti-dumping investigations into imported solar cells from China, Chinese Taipei, Malaysia and the US. The investigations will decide if retroactive duties should be imposed.

 Now the Indian Ministry of Commerce is formally going ahead with the anti-dumping investigations onto the PV modules manufactured in China, US, Chinese Taipei and Malaysia.


In September, this year the Indian module manufacturing companies had filed an official  complaint to Indian anti-dumping authority requesting them to start investigating solar panels made in China, Malaysia and the US. Of Nearly 1045 MW of grid connected installations, almost the entire Modules were supplied by Foreign firms, especially from China and US (First Solar), which significantly affected local Manufacturing.

This will mean a significant blow to the Foreign Module Manufacturers, as the state of Rajasthan, which is a major Solar Power producer is initiating bids to install 200MW of new Solar Capacity, of which 50% will be PV and rest CSP.  According to reports from local media, the expected period of investigation will be from January 2011 to June 2012. Major Module Manufacturers like Jupiter Solar, Websol Energy Systems, and Indosolar which were the most affected by the module dumping advocated the need for investigation.

Anticipating such a move early various Module Manufacturers including US Thin Film major First Solar and China's Renesola had expressed plans to start module manufacturing in India. First Solar which is currently the largest Module Supplier to Indian Projects may be hit hard, and this may lure First Solar to built a Module Factory in India Sooner or later, as India is one of the major markets for the Cd-Te Manufacturer.And of nearly 340 MW of Solar Power Projects which were given a go ahead in India last year, Most of them use Thin Film Modules.

How will this affect the low cost Solar market in India is difficult to predict, but their will a dip in installations, but in the long term it looks pretty solid as Indian firms can get a equal podium to perform as the Chinese and Malaysian counterparts.
