KSEB, the Indian state of Kerala's lone Electric Utility has finally expressed interests for Non Hydro-Renewable Energy Developers across the state.
Though Kerala has a good generation portfolio in Hydro - Renewable source, it is severely lagging behind the neighboring states like Tamil Nadu and Karnataka, in terms of non Hydro Renewable Projects. Kerala has only 35MW of Wind Capacity compared to 7,134 MW of Wind Capacity of Tamil Nadu as of Sept 2012 and even lesser Solar Portfolio. To reduce this Gap Kerala Government had initiated a series of new Solar Projects, including the ANERT 10,000 Solar Home Project (link).

Electricity Board (KSEB),which is facing the same issues which are faced by all Utilities in India, ie is acute power shortage, has also begun inviting expressions of interest from
developers of non-hydro renewable energy projects, 50 MW and larger. KSEB is designing the program in such a way that developers who have interest must provide the
pricing details at which they can supply electricity for the next 10 - 20 years. Also
KSEB is planning to set a number of criteria for developers, the most important one being including a minimum 3 years of experience and a minimum net
worth $9,000/MW.
According to sources, KSEB is planning the project in such a way that it will sign a PPA with the Developers for 10-20 years, but developers are given a tough task of securing the proper land for the project.
Why Power land Securing is Tough in Kerala?
The Most Renewable Power Friendly land in kerala is occupied by large scale commercial developers and tea estates. Also lack of Transmission line facilities are also causing issues in such areas.
